(1) Vendor needs to provide thinking for a change program management service to the government authority located in Savannah, GA. – Provide effective, evidence–based, community–based alternatives to detention for youth involved in the agency. – Services shall address the youth’s behavior or actions that have contributed to the violation of their probation or that have placed the youth at high risk of out–of–home placement.– Role of contracted service provider – to facilitate approved evidence–based curriculum to delinquent youth as referred by the agency.• Implementation of evidence–based practices: Implement evidence–based practices in service delivery and interventions designed to reduce criminogenic risk factors and positively impact recidivism outcomes.• Procurement: Develop and implement a structured process to recruit and procure qualified facilitators to deliver evidence–based or alternative family–centered interventions.• Policy development: Develop policies and procedures to ensure performance is consistent with policies, regulations and statutes. • Contract management: Provide oversight of all staff delivering the approved curriculum to referred youth, ensuring appropriate stewardship of public funds and full compliance with contractual requirements.• Program fidelity: Provider shall ensure that all staff deliver evidence–based practices to referred youth with fidelity.• Contract monitoring: Monitor staff performance to ensure compliance with all contractual terms andconditions.• Data reporting: Provider will be responsible for collecting and reporting data to the agency regarding program outcomes, performance measures, demographic data of population served, program fidelity and contract monitoring activities in compliance with state, county and grant standards.(2) WEBEX Pre–bid conference will be held on September 3, 2026.
