(1) Vendor needs to provide outreach plan development services. • Provide development of a comprehensive outreach and engagement plan and strategy that expands public awareness of mission, activities, and collaborative efforts. • Evaluate current outreach efforts and develop a strategic outreach plan that identifies goals, target audiences, messaging strategies, engagement opportunities, and recommended outreach tools and materials.• Social media and e–newsletter recommendations.• Branding and visual communication recommendations.• Outreach plan is funded through a grant intended to support increased public engagement and outreach activities related to watershed health, stream management, aquatic ecosystem conditions, and collaborative watershed stewardship.• Key messaging and communication themes.• Messaging framework tailored to key audiences, including core messages, supporting messages, and recommended communication approaches for each audience.• Prioritization of target audiences and identification of the most effective communication method for reaching each audience.• Reviewing existing outreach and communication efforts.• Identifying target audiences and outreach opportunities.• Developing outreach goals, key messages, and communication strategies.• Recommending outreach approaches and engagement tactics.• Providing recommendations for outreach materials and templates.• Identifying opportunities for public presentations, tabling events, partnerships, and digital outreach.• Assisting in prioritizing outreach actions and implementation steps.(2) All the questions must be submitted no later than August 11, 2026.
