(1) Vendor needs to provide behavioral intervention and threat assessment training services to the government authority located in Oakland, CA.• Behavioral intervention team purpose, standards, membership, roles, governance, meeting practices and interdisciplinary coordination.• Referral pathways, information gathering, triage, documentation, case ownership, case review, intervention planning, follow–up, and closure.• Legal and ethical considerations relevant to public higher education, including privacy, disability access, non–discrimination, due process, and information sharing.• Identification of concerning behavior and differentiation among distress, disruption, crisis, targeted violence concerns, and imminent emergencies. Behavioral intervention and threat assessment shall be presented as related but distinct functions, and training shall reinforce that concerning behavior does not necessarily indicate a threat of violence.• Structured, evidence–informed threat assessment concepts, risk and protective factors, pathways to violence, warning behaviors, and selection of proportionate interventions.• Bias–aware, culturally responsive, trauma–informed, and disability–inclusive assessment and management.• Advanced application of a recognized threat–assessment framework or an equivalent evidence–informed methodology.• Interviewing and engagement strategies, including rapport, information development, and intervention–oriented conversations.• Case formulation, management planning, multidisciplinary coordination, monitoring, reassessment, transfer, and closure.(2) All question must be submitted no later than November 09, 2026.(3) A contract period will be for one year.
