(1) Vendor needs to provide special education identification, service delivery, and program effectiveness audit services to the government authority located in Providence, RI.– Examine patterns of Special Education identification across student groups.– Evaluate referral and evaluation practices.– Identify potential causes of over identification or disproportionality.– Recommend strategies to improve equity and reduce inappropriate referrals.– Data analysis:– Review 5 years of district special education data for pre–k to grade 8 students.– Analyze identification rates by: race or ethnicity, dually identified status, gender, socioeconomic status, grade level, school, and disability categories.– Calculate risk ratios and disproportionate indicators.– Review co–teaching implementation, consultation models, resource room utilization, related services delivery, scheduling, and staffing allocations.(2) All the questions must be submitted no later than September 4, 2026.
