The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County), on behalf of the Loudoun County Sheriffâs Office (LCSO), to solicit sealed proposals from qualified and experienced firms specializing in correctional facility operational and staffing analysis to conduct a comprehensive staffing analysis for the Loudoun County Adult Detention Center (ADC).The primary objective of this engagement is to obtain an independent, objective, and data-driven assessment of the ADCâs current and future staffing requirements. This analysis will serve as a foundational tool for the LCSO and County Administration to ensure the safe, secure, efficient, and constitutionally sound operation of the facility. The analysis must provide actionable recommendations that align with national best practices, account for the facility's ongoing expansion, and support the Countyâs strategic goals for inmate care, rehabilitation, and fiscal responsibility.The County intends to award one (1) contract as a result of this RFP.
