(1) Vendor needs to provide instructional leadership training services to empower leaders from teacher coaches to district administrators in implementing robust systems for teacher observation, data–driven instruction, and curriculum internalization to the government authority located in Denver, CO.1. District Instructional Leader, Principal and Instructional Leadership Team (ILT) Developmenta. Provide formal, structured training to a cohort of instructional coaches, deans of instruction, assistant principals, principal supervisors and other district instructional leadersi. The formal training program must address the following core instructional leadership competencies, at minimum:1. Curriculum unit and lesson internalization protocols and competencies2. Classroom Observation–Feedback systems, protocols and practices3. Real–Time Feedback competencies4. Data–Driven Instruction systems, protocols, and practices5. Strategic Planning competencies (for APs, Principals and district leaders)2. External School Diagnostic Reviewsa. Conduct up to 5 external school reviews for 5 school communities spanning K–12 grade levels that include:i. A 2–day site visit in which the majority of classrooms are observed, important school vision and strategy documents are reviewed, the entire staff is surveyed, teachers and students are interviewed in focus groups, and the Principal and members of the school and district leadership team are interviewed.ii. A culminating Summary Report of Findings and Recommendations are presented to the school and district leadership, with time for deliberation and initial action planning.(2) All question must be submitted no later than September 3, 2026.
