(1) Vendor needs to provide finance department organizational assessment services to the government authority located in Washington, OR.• The assessment will identify opportunities to improve organizational structure, clarify roles and responsibilities, strengthen internal controls, streamline workflows, and ensure the county’s financial operations are aligned with best practices and statutory requirements.• Evaluate the structure, staffing, and functional alignment of the central finance department.• Identify and map finance–related activities performed outside the finance department (e.g., AP/AR, grants management, payroll, procurement, budgeting, capital planning).• Assess the current structure and highlight the areas of highest risk for errors/non–compliance.• Provide recommendations for future–state organizational structure, staffing levels, and service delivery models.• Recommend more consistent classifications and roles to ensure consistent practices across the county.• Provide several timelines for implementing recommendations.• Identify all personnel outside the finance department performing finance or budget related duties.• Document roles, workloads, authority levels, and separation of duties.• Map end–to–end processes (e.g., purchasing to payment, revenue collection, payroll, grant management) showing cross–department interactions.• Identify duplications, gaps, inefficient handoffs, and inconsistent practices across departments.• Gather perspectives on service quality, communication, clarity of roles, and process challenges.• Administer an optional countywide survey on finance service delivery and internal customer satisfaction.(2) All question must be submitted no later than August 03, 2026.(3) A contract period will be for one year.
