(1) Vendor needs to provide HR compensation study service to the government authority located in Fall River, MA.– Provide an electronic of the completed plan, including an introduction, description of the methodology used, survey results, and final recommended compensation schedule. • Required meetings: Consultant will spend time with the agency explaining the reasoning and final recommendations regarding compensation levels and any other necessary employees.• Compensation structure:– Analyze the agency’s existing salary structure and position descriptions.– The consultant will be responsible for all data gathering and making sure of the accuracy of such data.• Recommendations: – The consultant will recommend a structure for grouping positions based on uniform factors. – Recommend compensation for positions.– Recommend implementation plan with projected cost estimates.• Compensation review:– Review of the agency’s current compensation structure (salary, grade levels, steps).– Attention should be on current challenges in recruiting and retaining employees, and the agency’s objectives to ensure internal equity and address compression. – The consultant will also review existing union contracts and give considerations that include other compensation beyond base salary and wages.• Market analysis and surveys:– Conduct a compensation survey and market analysis of benchmark positions for comparison with other similar municipalities using valid and reliable methodology with clearly stated criteria.– This should include compensation beyond base salary and wages.(2) All the questions must be submitted no later than September 4, 2026.
