(1) Vendor needs to provide complex facility conditions assessment, campus master plan and architectural and engineering design services to the government authority located in Warren, ME. – Review of all available background documents: energy audit findings, floor plans and construction records, maintenance and repair history, comprehensive plan chapters and community survey data, CIP, insurance and code inspection records, apparatus inventory and replacement schedule, callvolume and response data, staffing rosters.– Facility Conditions Assessment (Both Buildings)– Structural Expansion Feasibility Determination– Space Needs Assessment and Facility Program– Whole–Campus Site Analysis and Master Plan Options– Alternatives Analysis: Renovation, Expansion, and New Construction– Funding Strategy and Implementation Roadmap– Reporting, Presentations, and Public Engagement• Development of the approved concept into schematic architectural and site designs, including floor plans, elevations, site plan, and outline specifications; updated cost estimate; and Town review milestone with formal sign–off before proceeding.• Refinement of all architectural, structural, civil/site, mechanical, electrical, plumbing, fire protection, and technology systems; materials and equipment selections appropriate to essential public safety facilities; updated cost estimate reconciled against the authorized budget, with value engineering options identified if needed.(2) All the questions must be submitted no later than August 21, 2026.(3) Pre–bid meeting will be held on August 13, 2026.
