TELCOM-3160 - USA (Broome, New York) - Inmate Telephone Services - Deadline December 2,2026

(1) Vendor needs to provide inmate telephone services to the government authority located in Broome, NY.– Turnkey solution that may include telephone/voice calling, related account services, monitoring and investigative tools, equipment, installation, maintenance, training, reporting, and optional communication technologies.– Calling Services• Support secure outbound voice calls to authorized domestic and, if proposed, international destinations, subject to County rules and restrictions.• Support permitted payment/account methods, which may include prepaid, debit, and other lawful options. The Proposer shall clearly disclose all consumer–facing rates and fees.• Provide automated announcements that calls originate from a correctional facility, except where prohibited or inappropriate for approved confidential/privileged calls.– Monitoring, Recording, and Investigative Functions• Record and retain non–privileged calls as authorized by law and County policy• Preserve evidentiary integrity through timestamps, access logs, chain–of–custody controls, and export formats suitable for authorized investigative or judicial use.• State the proposed retention period for recordings, call detail records, investigative metadata, and audit logs, and identify any storage limits or charges.– Confidential and Privileged Communications• Ensure designated privileged calls are not recorded or monitored where recording or monitoring is prohibited.• Provide administrative controls and audit trails for additions, deletions, and changes to privileged number lists.– Accessibility and Language Access• Identify accessible hardware and software features for users with hearing, speech, vision, mobility, cognitive, or other disabilities.• Provide user prompts, instructions, account support, and complaint channels in English and Spanish at minimum, and describe additional language capabilities.– Optional Services• Secure video visitation / video communication;• Secure electronic messaging;• Tablets or mobile communication devices;• Kiosks for account access, requests, forms, or communications– Cybersecurity, Privacy, And Data Ownership• Upon contract termination, Vendor shall provide an orderly export/transfer of County data and securely return or destroy remaining copies as directed, subject to lawful retention requirements.(2) All question must be submitted no later than November 16, 2026.
