SPECIFIC PROCUREMENT NOTICE COUNTRY: REPUBLIC OF AZERBAIJAN PROJECT: CONSTRUCTION OF THE MAIN IRRIGATION CANAL FROM THE MAIDEN TOWER RESERVOIR PROJECT SECTOR: WATER RESOURCES AND IRRIGATION TYPE OF PROCUREMENT: PROCUREMENT OF WORKS ISSUE DATE: 04 SEPTEMBER 2026 MODE OF FINANCING: INSTALLMENT SALE AND IsDB GRANT FINANCING NO.: AZE 1024 CONTRACT TITLE: Construction of the Main Irrigation Canal from the Maiden Tower Reservoir Project ICB/MC REFERENCE NO.: AZE-1024 ICB/MC Open-01 The Government of the Republic of Azerbaijan, represented by the Ministry of Finance for the benefit of the Azerbaijan State Water Resources Agency, Administration of Facilities under Construction PLE , has received financing from the Islamic Development Bank (IsDB) toward the cost of the Construction of the Main Irrigation Canal from the Maiden Tower Reservoir Project , and intends to apply part of the proceeds toward payments under the contract for Construction of the Main Irrigation Canal from the Maiden Tower Reservoir Project . The Azerbaijan State Water Resources Agency, Administration of Facilities under Construction PLE now invites sealed bids from eligible bidders for the construction, testing, commissioning and handover of approximately 51.994 km of reinforced-concrete-lined main irrigation canal with a design discharge of 50 m³/s from the Qiz Qalasi (Maiden Tower) Reservoir to the Bas Mil/Mil-Mugan irrigation system in the Jabrayil and Fuzuli districts. The Works include major earthworks and embankments, canal lining, intake and regulator structures, chute and energy-dissipation structures, flood-conveyance and cross-drainage structures, road and pedestrian bridges, a railway crossing, service and access roads, drainage and seepage-control systems, hydro-mechanical works, testing, commissioning, training and handover. The Time for Completion for the whole of the Works is 1,080 days from the Commencement Date . Bidding will be conducted through the single-stage International Competitive Bidding limited to IsDB Member Countries (ICB/MC) procedures as specified in IsDB's Guidelines for the Procurement of Goods, Works and Related Services under Islamic Development Bank Project Financing, April 2019 edition, revised in February 2023 (the "Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.9.1-1.9.5 of the Procurement Policy of the Procurement Guidelines setting forth IsDB's policy on conflict of interest. No prequalification has been conducted; bidders' qualifications will be assessed in accordance with the qualification criteria stated in the Bidding Documents. A complete set of Bidding Documents in English may be obtained by interested eligible bidders upon submission of a written application to the address below and free of charge. The method of payment, if applicable, will be N/A. The Bidding Documents will be issued by e-mail as an electronic link. Bids must be delivered to the address below on or before 20 October 2026 at 12:00 (local time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who chooses to attend at the address below on 21 October 2026 at 11:00 (local time). All bids must be accompanied by a Bid Security of USD 1,000,000 (One Million United States Dollars) , in the form and with the validity specified in the Bidding Documents.
