(1) Vendor needs to provide enterprise resource planning strategy, procurement and implementation consulting solution. – Provide strategic advisory, procurement, and project management services to support the planning, procurement, selection, contracting, implementation, and post–implementation stabilization of a new Enterprise Resource Planning (ERP) solution. • Project initiation:– Develop a comprehensive project management plan.– Develop a stakeholder engagement and communications strategy.• Current state assessment: conduct a comprehensive assessment of the agency's current administrative systems and business operations.• ERP strategy and alternatives analysis: evaluate and recommend the procurement strategy that best supports the agency's long–term operational, technical, financial, and strategic objectives.• Business requirements development: facilitate workshops to document future–state business requirements.• Procurement support: Work in conjunction with the agency to help prepare the RFP and provide support during the competitive procurement process. • Contract negotiation support.• Implementation advisory and project management: provide independent project oversight throughout implementation.• Organizational change management: – Develop and implement a change management strategy that includes: Stakeholder analysis, change impact assessments, communications planning, executive communications, readiness assessment, training strategy and adoption metrics.• Testing, go–live and stabilization:– The consultant shall support: Testing strategy, go–live readiness assessment, cutover plan, go–live readiness, hypercare oversight, post–implementation review and lessons learned.(2) All the questions must be submitted no later than August 7, 2026. (3) The contract period will be for one year.
