REQUEST FOR EXPRESSIONS OF INTEREST (REOI) SELECTION OF AN INDIVIDUAL CONSULTANT (ADVERTISEMENT) REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) Country: Republic of the Philippines Name of Project: Grant Facility for Project Preparation (GFPP): Technology-driven, Human-Centered Climate and Disaster Resilience through Innovation for Vulnerable Empowerment (THRIVE) Project Grant No: TF0C9968 Assignment Title: Early Warning Systems Communications Specialist Reference No .: PH-DOST-537857-CS-INDV The Department of Science and Technology-Central Office (DOST-CO) has received financing from the World Bank toward the cost of the Grant Facility for Project Preparation (GFPP) for the “Technology-driven, Human-Centered Climate and Disaster Resilience through Innovation for Vulnerable Empowerment (THRIVE) Project” and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the provision of specialized expertise in early warning systems communications to support the preparation of the THRIVE Project Proposal and its associated technical documentation. The Consultant will assess existing early warning communication and dissemination systems, identify investment priorities and institutional arrangements, develop recommendations to strengthen multi-hazard early warning communications, and provide technical inputs for the preparation and finalization of the THRIVE Project Proposal for submission to the DEPDev-ICC and the World Bank Board. The THRIVE Project’s objectives is to strengthen the country’s capacity for monitoring of natural hazards and improve risk information and early warning systems to better prepare for disaster and climate risks with the following expected key results and PDO indicators: Improved timeliness and accuracy of multi-hazard early warning system; Increase in the population covered by the operational multi-hazard monitoring stations; and Central platform for risk information and early warning systems established and operational. The estimated level of effort is One Hundred Twenty (120) days until the completion of the project deliverables, commencing upon Contract Signing. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Advanced degree (Master’s or higher) in Disaster Risk Reduction and/or Management, Communications, Development Studies, Public Policy, or a related field. At least ten (10) years of relevant professional experience in early warning system communications, including communication protocols, dissemination systems, and public alert mechanisms. Demonstrated experience in assessing and strengthening early warning communication systems and institutional coordination. Experience working with Philippine government agencies on disaster risk reduction, early warning systems, or related initiatives is desirable. Strong analytical, technical writing, and communication skills. The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated February 2025 (“the Regulations”), which set forth the World Bank’s policy on conflict of interest. A consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants (paragraph 7.36 and 7.37) method set out in the said Regulations.
