REQUEST FOR PROPOSALS Project: West Africa Coastal Areas Resilience Investment Project 2 Grant No.: E1400-GM Procurement Category: National & International FIRMS Assignment Title: Group training on Integrated Coastal Zone Management (ICZM), Monitoring and Evaluation (M&E), and Environmental Management Procurement Reference: GM-CPCU-557470-CS-CQS The Ministry of Environment, Climate Change and Natural Resources has received financing from the World Bank toward the cost of the West Africa Coastal Areas Resilience Investment Project 2 (WACAResIP 2) and intends to apply part of the proceeds for non-consulting services (“the Services”) for capacity building training on Integrated Coastal Zone Management (ICZM), Monitoring and Evaluation (M&E), and Environmental Management for National Environment Agency (NEA) for approximately twenty-five (25) NEA staff. Objectives of the Consultancy The primary objective of this consultancy is to strengthen the institutional capacity of the NEA staff to effectively implement Integrated Coastal Zone Management (ICZM), Monitoring and Evaluation (M&E), and evidence-based environmental management systems in The Gambia. Specific Objectives and Scope of Work The Training Service provider is expected to design and deliver a comprehensive, in-house training program for approximately twenty-five (25) NEA staff. The training should be practical, participatory, and tailored to the specific context of The Gambia's coastal environment. The scope of work covers the following key areas: Integrated Coastal Zone Management (ICZM) and Environmental Governance Build a clear and practical understanding of the ICZM concepts, principles and approaches Provide training on coastal planning, zoning, permitting systems, and integration of Environmental and Social Impact Assessments (ESIA) Enhance understanding of institutional arrangements, inter-agency coordination mechanisms, and stakeholder management for effective ICZM implementation Strengthen understanding of coastal hazards, climate change, coastal erosion, flooding, ecosystem degradation and competing coastal land uses Introduce practical approaches for addressing coastal development pressures and cumulative impacts Monitoring, Evaluation and Environmental Data Management Improve understanding of M&E concepts, principles and frameworks strengthen participants’ ability to develop appropriate environmental indicators Develop capacity to establish baselines, targets, milestones and means of verification Improve systems for environmental data collection, management, analysis, and results-based reporting Equip participants with skills for compliance monitoring and enforcement procedures GIS, Remote Sensing and Spatial Planning Provide practical training on the use of GIS, remote sensing, and other digital monitoring tools for coastal management Demonstrate remote sensing applications for environmental monitoring Demonstrate mapping of coastal risks, land-use change and ecosystem conditions Action Planning Facilitate the development of practical implementation strategies and Standard Operating Procedures (SOPs) to translate training into actionable institutional improvements. Training Methodology The training must adopt a highly interactive, participatory and adult-learning oriented methodology, recognizing that participants are experienced professionals who require practical application of concepts to their institutional responsibilities. The methodology should combine the following approaches: Expert-led presentations and lectures Interactive group discussions and case studies based on the Gambian context Hands-on practical exercises and scenario-based simulations GIS and mapping exercises Field demonstrations Experience sharing from national and regional experts Firm Experience and Key Experts Qualifications and Experience of the Consulting Firm 4.1. General Experience The consulting firm must demonstrate the following minimum general experience No. Requirement Minimum experience 1 Proven experience in designing and delivering successful capacity-building programs in ICZM, M&E, environmental management, and related fields At least 3 comparable assignments 2 Demonstrated experience working with government institutions, particularly environmental agencies At least 2 assignments with government/environmental agencies 3 A team of experts with complementary skills in the required thematic areas (ICZM, M&E, GIS/Remote Sensing, Environmental Law/Governance) Minimum 4 key experts covering all thematic areas 4 Experience in West Africa or similar developing-country contexts At least 1 assignment in West Africa or comparable coastal developing-country context 5 Experience in developing training materials, case studies, and practical exercises tailored to local contexts At least 2 assignments involving development of training materials Key Expert Team – Flexible and Multidisciplinary Structure The consulting firm should propose a lean or multidisciplinary team appropriate to the short-term training assignment. The proposed team should collectively demonstrate the following competences: Integrated Coastal Zone Management, coastal planning, coastal resilience, environmental governance and sustainable coastal development Monitoring and Evaluation, environmental indicators, baselines, targets, results-based management, compliance monitoring and environmental data management GIS, remote sensing, spatial analysis and practical applications for coastal and environmental monitoring Environmental law, regulatory frameworks, permitting, EIA/ESIA integration, compliance and institutional governance Capacity building, professional training and adult-learning methodologies, including facilitation, experiential learning, problem-based learning, practical exercises, peer learning, coaching and assessment of learning outcomes 6.1. Minimum Qualifications and Experience of Key Experts For the key experts proposed, the following minimum requirements should apply. The requirements are intended to recognize the specialized nature of ICZM while allowing relevant professionals from closely related coastal, marine, environmental, natural-resource, spatial-planning, governance and climate-resilience disciplines to contribute where they demonstrate practical relevance to the assignment. Team Leader / Senior ICZM and Coastal Management Specialist Master’s degree or higher in Coastal Zone Management, Environmental Management, Marine Science, Natural Resources Management, Geography, Climate Change, or a closely related discipline Minimum 10 years of professional experience in coastal, marine, environmental, natural resources, climate-resilience or related management fields Minimum 5 years of demonstrated experience in ICZM, coastal planning, coastal governance, coastal resilience, marine spatial planning or closely related integrated coastal management work Demonstrated experience in at least two relevant areas such as coastal planning/zoning, policy and institutional development, stakeholder coordination, coastal hazards and resilience, permitting, ecosystem-based management, environmental governance or related areas Demonstrated experience designing and/or delivering professional training or capacity-building for government officials, technical institutions or other adult professional audiences Strong practical experience in adult-learning approaches, facilitation, case-based learning, group work, coaching, practical exercises and assessment of learning outcomes is highly desirable Experience in West Africa or comparable coastal developing-country contexts is desirable. Other Key Experts / Specialists The remaining experts may be drawn from the following competency areas, with one expert allowed to cover more than one area where appropriately qualified: Environmental Management, M&E and Compliance – minimum 8 years of relevant professional experience, including at least 5 years in M&E, environmental indicators/frameworks, compliance monitoring, environmental data or results-based management GIS, Remote Sensing and Spatial Planning – minimum 7 years of relevant professional experience, including at least 5 years applying GIS/remote sensing to environmental, coastal, marine or land-use planning and demonstrated experience delivering hands-on training Environmental/ICZM Legal and Institutional Governance – minimum 8 years of relevant professional experience, including at least 5 years in environmental law, policy, regulation, permitting, EIA/ESIA, compliance or institutional governance Training and Adult Learning – where this competency is not adequately covered by the Team Leader or another proposed expert, the team should include an expert with demonstrated experience in adult education, competency-based training, instructional design, facilitation and evaluation of professional capacity-building programmes. Firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture (JV) and/or a sub-contracting. In the case of a JV, all the partners in the JV shall be jointly and severally liable for the entire contract, if selected. JV Agreement should be included in the submission. Your technical proposal should clearly outline the methodology, work plan, qualifications and experience of the proposed experts and strategies you intend to implement in carrying out the assignment, with a strong focus on the terms of reference to ensure the successful execution of the project. Additionally, your financial proposal should provide a comprehensive breakdown of all fees and remunerations required for the assignment.
