Vendor needs to provide research, capacity building and stakeholder engagement support to selected countries to establish fiscal instruments service to the government authority located in Virginia. • Identifying and obtaining country policy, fiscal, agency and related information that is crucial to correctly identifying priority fiscal instruments • Mapping stakeholders and the political economy of the country• Strategically connecting the agency with key decisionmakers and stakeholders• Supporting stakeholder engagements (workshops, meetings) to identify high potential fiscal instruments• Providing inputs, additional perspectives and recommendations on the draft policy briefs, as well as strategically oriented feedback on these briefs • Supporting the strategic dissemination of the draft policy briefs • Identifying and securing meetings with key policy makers and other stakeholders to engage around the briefs and providing feedback on the final drafts which arise out of these engagements• Supporting the strategic dissemination of the policy briefs, building capacity and engaging government and other stakeholders so as to generate specific fiscal pathways for adoption• Identifying policy champions and facilitating their engagement leading to some or all these fiscal pathways being adopted
