(1) Vendor needs to provide industrial land economic impact analysis services to the government authority located in Bend, OR.– Establish a defensible, data–supported estimate of the long–term economic and fiscal impact of full build–out of undeveloped industrial land.– Calculate net developable acreage after deductions for required rights–of–way, environmental constraints, easements, and other non–buildable land;– Direct, indirect, and induced labor income, output, and value added (gross regional product contribution);– Multiplier values applied and their sources;– Local purchase coefficients and the projected share of intermediate demand met by Bend–area suppliers;– Construction–period (one–time) impacts associated with site development and vertical build–out; and– Sensitivity analysis testing the impact of plus– or minus–twenty–percent (±20%) variation in absorption pace and employment density.– Estimate net new property tax revenue accruing to overlapping taxing districts upon URA closure;– Project incremental Transient Lodging Tax, Construction Excise Tax, System Development Charge, business license, franchise fee, and other municipal revenue attributable to build–out.
