Utilities Reliability Improvements Project - Logan Laboratory (PID 002149A) STEP 2

The purpose of this project is to provide hardening improvements to the Logan Laboratory buildings, which are currently rated to withstand Category 2 hurricanes. Work includes construction of a new Central Energy Plant and Logan Laboratory building addition, inclusive of moisture barriers and structural improvements for wind resistance bracing, as well as demolition of the existing Central Energy Plant. The hardening updates which include the newly constructed laboratory addition, will be constructed to withstand wind speeds up to a Category 5 storm. The construction of this project is partially funded by the Florida Department of Environmental Protection’s Resilient Florida Grant No. 22FRP10; therefore, substantial completion has a deadline of June 30, 2026. Project benefits include, but are not limited to, the ability to safely house staff for continuous facility operation and rapid response during emergency operations. The County would also be able to test and confirm safe drinking water, reclaimed water and surface water permit compliance as well as provide testing services to other local municipalities following major wet weather events or emergencies.
