(1) Vendor needs to provide energy modeling software for transparent, auditable, and defensible analytical capabilities suitable for regulatory proceedings, including rate cases, resource acquisition proceedings, and similar regulatory processes.– The solution shall enable analyses that are independent of utility–provided modeling tools, ensuring that all modeling and analytical results can be used confidently in regulatory filings and testimony.– The solution shall provide compatibility or straightforward conversion between the modeling inputs used by major electric investor–owned utilities.– The software must run on Windows 11 for on–premises deployment.– The software must be able to perform both nodal and zonal analysis.– All inputs and results must be exportable in documented, non–proprietary formats (e.g., CSV, Parquet, SQL).– The software must record inputs and results in a tamper–evident manner (e.g., hashes or signatures).– The software should allow unlimited read–only access to models and scenarios.– The software should provide a command–line, Python, or rest interface for scenario and batch run.– The software should install and license offline, with no undocumented telemetry or call–home, and no vendor access to data without written authorization.(2) All question must be submitted no later than October 19, 2026.
