– Vendor needs to provide proposal manager and writer consultant inbox service to the government authority located in Virginia. – Provide proposal manager and writer consultant to provide surge capacity to the business development team during a temporary staff leave period.– Consultant will support the development of strategic proposals for public, private, and foundation donors and may serve as proposal manager, lead writer, or both, depending on the needs of individual opportunities.– Candidates must be able to write professionally and speak fluently in both English and Spanish.– Proposal Design and Writing:• Support proposal design processes, including development of theories of change, results frameworks, log frames, and implementation approaches. • Draft, edit, and finalize technical proposal narratives and supporting documentation. • Synthesize inputs from multiple contributors into clear, compelling, and cohesive proposal content.– Proposal Management:• Lead and coordinate proposal development processes from opportunity kick–off through submission. • Develop and manage proposal calendars, workplans, milestones, and submission schedules. • Coordinate inputs from technical leads, country teams, MEL specialists, finance and pricing teams, recruiters, partners, and other contributors.– Provide substantive and editorial feedback to strengthen proposal quality and competitiveness.
