(1) Vendor needs to provide online and remote tutoring platforms.• The system's mission is to provide accessible, high–quality education that advances the academic, career, and personal agency including rural, first–generation, adult, working, and online learners.– Mandatory Requirements• Tutoring Delivery: 24/7 on–demand and scheduled live tutoring (one–to–one and/or small group);asynchronous tutoring and writing/assignment review; synchronous sessions with audio, video, chat,whiteboard, file sharing, and subject–appropriate tools; and full–fidelity support for students in lowbandwidth environments and on mobile devices.• Technology & Integrations: Institution–managed platform with system–level and campus–leveladministrative controls; LMS integration with D2L Brightspace via LTI 1.3 (required); Single Sign–On (SSO) compatibility.– Technical Requirements• Platform compatibility: Windows, macOS, Linux, Chrome OS, and current versions of Chrome,Firefox, Edge, Safari.• Mobile delivery: Native or responsive support for iOS and Android• Institution–level administration: System–office and campus–level admin roles with granularPermissions.• Data interoperability: Ability to export usage, outcomes, and session data in standard formats(CSV/API) for agency.• Uptime/Service Level Agreement: Minimum platform uptime of 99.5%, measured monthly andexcluding pre–approved maintenance windows, with defined support response time agency by severity tier (P1/critical, P2/major, P3/standard) proposed by the vendor and subject to negotiation.• Scalability: Demonstrated capacity to handle concurrent peak load across ~270,000+ students.(2) The contract period will be for one year.
