(1) Vendor needs to provide prioritization process pilot program services to the government authority located in Dover, DE.– Provide long term planning and project development and prioritization needs continue to evolve to ensure that the project prioritization process reflects input and consideration of modern data sources, current policy goals, long–range plans, best practices, and public opinion. – Develop an updated, data–driven prioritization framework that integrates equity and access to opportunity, flood risk/sea level rise, growth data and trends, multimodal accessibility, energy consumption, and freight considerations.– Streamline data integration, workflow, and planning and prioritization tools for efficiency and effectiveness.– Enhance public and stakeholder engagement and awareness for project prioritization and project implementation.– Provide actionable recommendations for implementation.(2) All the questions must be submitted no later than August 13, 2026.(3) The contract period will be for five years.
