HEAP (Home Energy Assistance Program) Alternate Certifier

The County of Westchester, acting by and through its Department of Social Services, is requesting proposals from qualified vendors to serve as an alternate certifier under the Home Energy Assistance Program (“HEAP”), who will provide consulting, outreach, and certification services for prospective recipients, current recipients, and energy providers under HEAP (the “Alternate Certifier”).
