Request for Proposal Letter Consulting Services Date: June 2026 INVITATION FOR PROPOSALS Country: Republic of Fiji Project: Pacific Healthy Islands Transformation Project (PHIT) Project No.: P508550 Financing: International Development Association (IDA) Credit No. IDA-79220 Activity No.: FJ-FJ-MOF-556017-CS-QCBS Assignment: Project Implementation Management Consulting Services Selection Method: Quality- and Cost-Based Selection (QCBS) The Government of Fiji has received financing from the International Development Association (IDA) toward the cost of the Pacific Healthy Islands Transformation Project. Additional information about the project may found here: https://projects.worldbank.org/en/projects-operations/project-detail/P508550 The Ministry of Finance ("the Client") intends to apply a portion of the proceeds of this credit to eligible payments under a contract for Project Implementation Management Consulting Services. Description of the Assignment The Client is seeking a qualified consulting firm to provide project implementation management services for the PHIT in Fiji. The assignment includes, but is not limited to: (a) overall project management and coordination; (b) financial management and procurement support; (c) monitoring, evaluation, and reporting; (d) environmental and social safeguards management; (e) infrastructure supervision support; (f) health service delivery oversight; and (g) capacity building and institutional strengthening of Government counterparts. The initial contract duration is 24 months, with the possibility of extension for the lifetime of the project, subject to satisfactory performance and the Client's needs. Eligibility and Minimum Qualification Requirements This invitation is open to all eligible consulting firms from eligible countries as defined in the World Bank's Procurement Regulations for IPF Borrowers. To be considered for the technical evaluation, firms must meet the following minimum qualification requirements: Demonstrated experience in providing project implementation management or project management unit (PMU) services for internationally financed development projects; At least 10 years of experience in the provision of consulting services of a similar nature and complexity; Demonstrated experience in the health sector and/or infrastructure sector in developing countries. Firms that do not meet the above minimum requirements will not be eligible for further evaluation.
