Vendor needs to provide rental tracking, monitoring and compliance software. – Provide an implementation of a Rental Tracking, Monitoring, & Compliance software system.– This system would include end–to–end management of Short–Term Rentals (STRs) and the agency’s annual Rental Registration program.– Short Term Rentals• The system must be able to identify STR properties currently operating within Akron City limits.• Able to identify address, owner/property manager, and contract information of STR properties.• Able to track booking information including number of occupants, and rental period.• Ability to track booking prices.• Ability to track location on map of STRs within specific area and identify STR hotspots (multiple STRs in localized area) withing city limits.• Track safety inspections.• Track registration/permits for STR within agency limits.• Provide monthly estimates of STRs Excise Tax based on rental revenues.• Ability to calculate amount due and outstanding balance of STRs Excise Tax for STR revenues.• Ability to calculate and bill the penalty and interest on any late payments.– Annual Rental Registration Program• Ability for landlords to access a website to download a proof of registration for individual rental units that they can use for eviction court and/or assistance applications.• Ability for City to vet first time registrants for potential prior year fees due.• Ability to calculate and/or collect fees due from prior registration years.• Ability to carry over current and past due unpaid fees to subsequent registration years.• Ability to pay online.– Monitoring• Must be able to search and identify all online hosting platforms for STRs currently operating within city limits.• Must be able to update data monitoring continuously.• Monitor permit expiration.– Reporting• The system will need to have up to date reporting to stakeholders.• Include maps and visuals of STR properties utilizing GIS web maps and dashboards• Violation reporting and tracking.• STRs Excise Tax calculations reporting by property.
