(1) Vendor needs to provide classification and compensation study services to ensure that the City's classification system accurately reflects current work assignments while maintaining internal equity, external competitiveness, legal compliance, and long–term sustainability to the government authority located in Barstow, CA.• Ensure classifications accurately reflect current work performed; responsibilities, and authority.• Update classification specifications, review and update job descriptions, including essential functions, minimum qualifications, knowledge, skills, abilities, education, experience, physical, and licensing requirements. • Establish and evaluate job families by organizing classifications into logical job families based on similar functions, responsibilities, required competencies, and career progression. Evaluate relationships between classifications within each job family to ensure appropriate distinctions between levels, logical promotional opportunities, and clearly defined career paths.• Establish communication protocols to explain the purpose and process of the study to employees and labor organizations. and reporting procedures.• Develop a communication plan for employees, management, and labor organizations.– Classification Study• Review approximately 180 represented and unrepresented classifications.• Develop and administer job questionnaires for affected classifications and conduct in–person job audits and/or interviews, as appropriate, to validate actual duties, responsibilities, organizational relationships, and classification recommendations.– Compensation Study• Develop a market comparison methodology in collaboration with the City.• Identify and recommend appropriate benchmark classifications for market comparison and establish criteria for determining comparable classifications among surveyed agencies.
