(1) Vendor needs to executive leadership performance evaluation consultant service to the government authority located in Cincinnati, OH. – Provide consultant shall design, implement, facilitate, administer, and continuously improve a comprehensive performance evaluation program that fully aligns with the principles, methodologies, and practices.– Provide a complete annual performance management cycle, including goal development, performance measurement, confidential feedback collection, evaluation administration, facilitation of governing body discussions, reporting of findings, and development planning.– Evaluation Framework:• Assess current evaluation process against standards.• Develop an evaluation framework customized to Cincinnati's governance structure and strategic priorities.– Strategic Goal Development and Performance Planning:• Align goals with the city's strategic plan, budget priorities, and organizational objectives.• Establish measurable outcomes and performance indicators.• Create objective evaluation criteria for annual assessment.– Mid–Year Performance Review:• Individual council member interviews.• Mid–year assessment report.• Goal progress review.– Annual Evaluation Administration:• Development and administration of evaluation instruments.• Confidential interviews with council members.• Collection and analysis of quantitative and qualitative feedback.(2) All the questions must be submitted no later than August 21, 2026.
