REQUEST FOR EXPRESSIONS OF INTEREST Georgia Trans-Caspian Transport Corridor - Georgia Accessibility and Transport Enhancement Project TCTC-GATE Loan No. 9981-GE Project No. P513957 Assignment Title: Chief Advisor on Road Infrastructure Engineering Reference No: TCTC-GATE/CS/ICS-02 Georgia has received financing from the World Bank and the Asian Infrastructure Investment Bank towards the cost of the Trans-Caspian Transport Corridor - Georgia Accessibility and Transport Enhancement Project (TCTC-GATE) and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project, which will be jointly financed by the Government of Georgia. Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible Individual Consultants (“Consultants”) to express their interest in providing the following services: Chief Advisor on Road Infrastructure Engineering . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The CVs of the candidates should cover the requested information. Interested individuals shall provide CV demonstrating that they have the necessary experience to perform the aforesaid services. The detailed Terms of Reference (TOR) for the assignment can be found at the following link: https://www.dropbox.com/scl/fi/gvguksn6p9e42nvybjj58/TOR_International_Road_Advisor_as-submitted-in-STEP-22.09.2026.pdf?rlkey=jj5ojzz9o8vmyhx7s8hx0a95l&dl=0 Required Qualification of the Consultant: Master’s Degree or equivalent in Civil Engineering/Highway Engineering/bridges and structural engineering/Geotechnical Engineering; A PhD degree will be considered an advantage At least 20 years of professional experience in the management and implementation of large-scale road infrastructure projects; including 10 years of international professional experience in providing engineering and contractual advisory services; Proven experience in assessment of project options and recommendation of sector-specific decisions and support for projects implementation with public sector institutions; Experience working in complex geological conditions, high-mountain environments, and seismically active regions is desired; Experience in developing and/or managing climate-resilient infrastructure projects is desired. Preference will be given to candidates with experience in road surface condition assessments and the development of road pavement design, maintenance, rehabilitation, and upgrade solutions. Experience working under the latest editions of FIDIC Red Book and/or Yellow Book contracts; Experience working on projects financed by development partners (including ADB, WB, EIB, AIIB, EBRD and others); Experience in the implementation of projects in landslide-prone and rockfall-prone areas; Excellent command of the English language. The period of the consultancy services shall be 24 months (with possibility of the extension, subject to satisfactory performance) and the remuneration will be time-based. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Seventh Edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any payment in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the Client under the contract.
