(1) Vendor needs to provide strategic planning and visioning services.– Provides multiple opportunities and methods for participation, including both in person and online engagement.– Connect strategic priorities to annual budgeting, work planning, implementation responsibilities, and meaningful and actionable measures of success.– Produce accessible, visually engaging, and practical planning documents that can remain useful while adapting to changing conditions and future Councils.– Incorporates English– and Spanish–language engagement and materials.– It is intended to be a long–range community vision and is not intended to serve as a comprehensive land use plan or detailed implementation plan.– The Strategic Action Plan should identify a limited number of priorities and provide a clear framework for implementation, resource allocation, annual work planning, budgeting, and organizational accountability.– Prepare final, visually engaging and accessible documents suitable for public distribution.– Present the final Vision 2045 and Strategic Action Plan to the Mayor and Council.– Develop practical recommendations and tools for integrating the Strategic Action Plan into annual departmental work planning, budget development, and periodic reporting.(2) All the questions must be submitted no later than September 4, 2026.
