(1) Vendor needs to provide economic development consulting services. – The selected consultant will be expected to work with agency staff to implement the adopted Economic Development Strategic Plan (EDSP) and Five–Year Implementation Plan, respond to emerging economic development opportunities, and provide specialized technical assistance as requested by the agency.– Task 1 – Economic Development Program Support• Strategic implementation support for EDSP initiatives• Research and policy analysis• Economic development best practices• Coordination with City departments• Preparation of staff reports, presentations, and briefing materials• Development of implementation strategies and work plans– Task 2 – Streamline Business Licenses• Map out the current process and identify bottlenecks• Draft improved workflow and implement changes with the Community and Economic Development Department (CEDD) and Finance• Develop guidelines to process business license waivers or other similar requests– Task 3 – Business Outreach and Retention• Identify priority businesses and maintain relationships with these businesses• Conduct outreach meetings on a quarterly basis and document business needs• Conduct business retention and expansion visits• Outreach to Gateway Retail Center businesses and property owners• Conduct business surveys and needs assessments• Facilitate stakeholder meetings• Identify business support opportunities• Develop business engagement strategies– Task 4 – Small Business and Entrepreneurship Programs• Small business assistance programs• Entrepreneur support initiatives• Incubator and innovation programming• Technical assistance program development• Grant identification and administration support• Shop local and business promotion efforts– Task 5 – Workforce Development Partnerships and Coordination– Task 6 – Economic Development Communications– Task 7 – Development and Investment Support– Task 8 – Economic Development Reporting and Metrics– Task 9 – Special Projects(2) All the questions must be submitted no later than September 15, 2026.
