(1) Vendor needs to provide learning management system. – To provide, configure, implement, and support a Learning Management System (LMS) that will serve as a centralized platform for professional development, training documentation, payment processing, and resource sharing. – The selected LMS should improve access to high–quality training, increase provider engagement, document participation, completion, and assessment results, and generate reliable reports needed for contract monitoring, performance tracking, continuous quality improvement, and agency–related reporting.– The system must be user–friendly for child care providers agency staff, trainers, administrators, and partners working across urban, rural, and coastal communities.– The project includes LMS licensing, configuration, implementation, training, migration or upload of approved content, user onboarding, technical support, reporting configuration, merchant service integration, and ongoing maintenance.– The LMS must support online, blended, and asynchronous learning; registration and attendance tracking; payment enabled registration where applicable; certificates or completion records; agency participation; resource libraries; communications; and reporting necessary to monitor delivery.• Support training and professional development delivery for early educators, administrators, and child care directors. • Document participation, completion, assessment results, and assigned learning support activities for potentially 2,600 users across the 7 territory counties. • Support agency cohorts designed to increase management skills for current and aspiring child care directors. • Serve as a centralized resource hub for providers, trainers, agency staff, and approved partners. • Enable territory–level and county–level reporting aligned with contract deliverables and continuous quality improvement. • Improve user engagement through accessible, mobile–friendly, and easy–to–navigate learning experiences.(2) All questions must be submitted no later than September 4, 2026.
