Description

The contracting authority must procure an electrodynamic biaxial (axial–torsion) test system that, for strictly technical and research critical reasons, must cumulatively provide: exact 12 kN dynamic force; ±120 Nm torsion at 12 kN; ≥ 70 mm dynamic stroke; ±135° and ±500 rev at 0.001–100 rpm; independent two axis control with advanced auto tuning; a large test space (~985 mm/460 mm); environmental chamber; and ≤ 78 dB(A) in operation on the existing concrete floor near sensitive nano scale instruments. These requirements are objective, proportionate and necessary and do not artificially restrict competition. A structured market screening and direct technical enquiries confirm that only MTS Systems’ Acumen 12 offers a single integrated platform meeting all cumulative requirements; competing systems are ≤ 10 kN, 15 kN or ≥ 20 kN (i.e. not exactly 12 kN) and/or cannot document the required combined force–torque–stroke, angular/speed ranges or noise limit. No reasonable alternative or substitute exists. Accordingly, the negotiated procedure without prior publication is used for technical reasons under Section 80(3); the conditions in Section 80(4) (no reasonable alternative; no artificial restriction of competition) are fulfilled.
