REQUEST FOR EXPRESSIONS OF INTEREST (REOI) (CONSULTING SERVICES – INDIVIDUAL SELECTION) Country – Commonwealth of Dominica Assignment Title: Technical Consultancy for the Assessment of the Impact of the Cuban Tree Frog (Osteopilus septentrionalis) and Common Green Iguana (Iguana iguana) on Biodiversity in Dominica Reference No .: DM-MOERMKU-563530-CS-INDV Project: Leveraging Eco-Tourism for Biodiversity Protection in Dominica (P170846) Grant No. TF-B9551 Implementing Agency: Ministry of Environment, Rural Modernisation, Kalinago Upliftment and Constituency Empowerment Selection Method : Selection shall follow the World Bank Procurement Regulations using the Individual Consultant method i.e. a consultant will be selected based on qualification and experience relevant to the assignment. 1. Background The Government of the Commonwealth of Dominica has received financing from the Global Environment Facility (GEF) through the World Bank toward the cost of Leveraging Eco-Tourism for Biodiversity Protection in Dominica. The Ministry of Environment, Rural Modernisation, Kalinago Upliftment and Constituency Empowerment intend to procure the services of an individual consultant to undertake an assessment of the impact of the Cuban Tree Frog (Osteopilus septentrionalis) and Common Green Iguana (Iguana iguana) on Biodiversity in Dominica. 2. Objective of Assignment The objective of this consultancy is to undertake a comprehensive assessment of the ecological, economic, and social impacts of two priority invasive alien species present in Dominica, namely the Cuban Tree Frog (Osteopilus septentrionalis) and the Common Green Iguana (Iguana iguana), under Component 1 of the Leveraging Eco-Tourism for Biodiversity Protection (LETBP) Project. 3. Required Qualifications & Experience Qualifications University bachelor's degree (or higher) in natural sciences (Forestry, Ecology, Natural Resource Management, Conservation Biology) or similar discipline. Experience At least ten (10) years of professional experience in Invasive Alien Species management. Proven experience in conducting beneficiary consultations, and stakeholder engagement/participation. Good knowledge of forestry surveying and GIS mapping. Experience with technologies employed to gather spatially relevant data in field research, including GPS receivers, connected mobile devices, and unmanned aerial systems (UASs). Demonstrated experience working with IAS in Caribbean or other Small Island Developing States (SIDS) contexts will be considered an asset. Skills Strong Analytical and Report Writing Skills. Strong teamwork skills and the ability to understand team needs and develop ideas to meet the assignment objectives. Fluency in English with the ability to write in clear and concise manner. Shortlisting and Selection In the assessment of submissions, consideration will be given to the applicant’s qualifications, Specific Experience in Invasive Alien Species (IAS) Management, relevant experience including IAS assessment, ecological impact assessment, GIS/spatial mapping, risk analysis, biosecurity, and experience working with IAS in Caribbean or other Small Island Developing States (SIDS). Only experience clearly demonstrated and supported by the submitted documentation will be considered. The Individual Consultant who is determined to be the best qualified and experienced for the assignment will be selected. 6. Fraud and Corruption The attention of interested Individuals is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 7th Edition (September 2025) setting forth the World Bank’s policy on Conflict of Interest. In addition, please refer to the following specific information on conflict of interest related to this assignment i. e., 3.17 (c) & (d) of the Procurement Regulation.
