(1) Vendor needs to provide software development, security, deployment and ai readiness assessment services. – Conduct an external review of our software development practices, security posture, deployment environment, and AI–readiness. • Provide an external, maturity–based assessment of current agency practices across the three participating groups.• Identify practical, achievable opportunities for agency to advance one to two levels of maturity in each assessed area.• Surface cross–cutting themes – both strengths and gaps – that reflect how the groups operate consistently despite different technology stacks and processes.• Benchmark agency against a relevant peer set rather than against leading–edge single–product engineering organizations or organizations with thousands of staff.• Inform agency leadership's decisions on capability development, investment, and AI adoption strategy.• Assessment areas:– Software development practices – including SDLC, source control, code review, testing, documentation, and release practices.– Security practices – including secure development, vulnerability management, access controls, secrets handling, and operational security as they relate to the development and deployment lifecycle.– Deployment environment – including infrastructure, environments (dev/test/prod), CI/CD, monitoring, observability, and incident response.– AI–readiness – including current AI usage in development workflows, organizational readiness to adopt AI tools, data and policy considerations, and opportunities to incorporate AI into AIS delivery.(2) All the questions must be submitted no later than September 9, 2026. (3) The contract period will be for one year.
