(1) Vendor needs to provide employee benefits broker services to the government authority located in Eugene, OR.– Brokering and negotiating with carriers available in state for annual renewals for fully insured benefits program including health insurance, dental insurance, vision insurance, health reimbursement arrangement, flexible spending account, life insurance, long–term disability, voluntary employee benefits, and employee assistance program.– Providing financial and policy guidance to management and Board members toward maintaining readiness for potentially converting health insurance, dental insurance, vision insurance, health reimbursement arrangements, and flexible spending accounts to a self–insured model.– Providing education and consultation regarding current and emerging benefit trends, including plan design innovations, funding alternatives, regulatory developments, and market conditions affecting higher education employers.– Claims analysis and reporting, including monthly, quarterly, and annual summaries of claims, utilization, expenses, and trends.– Identification and analysis of cost drivers, high–cost claims, emerging utilization patterns, and opportunities for cost containment or plan design modification.(2) All question must be submitted no later than October 5, 2026.
