THE UNITED REPUBLIC OF TANZANIA PRIME MINISTER’S OFFICE REGIONAL ADMINISTRATION AND LOCAL GOVERNMENT DAR ES SALAAM METROPOLITAN DEVELOPMENT PROJECT - PHASE 2 (DMDP 2) IDA CREDIT NO. 7478-TZ TENDER NO. 56/2026/2027/C/10 FOR PROVISION OF CONSULTANCY SERVICES FOR PREPARATION OF ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENTS AND RESETTLEMENT ACTION PLANS FOR AREA-BASED INVESTMENTS IN DAR ES SALAAM CITY, KINONDONI, UBUNGO, TEMEKE AND KIGAMBONI MUNICIPALITIES, AND PRIORITY DRAINAGE INTERVENTIONS IN DAR ES SALAAM UNDER DMDP 2 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) 1. This request for expressions of interest follows the General Procurement Notice for the Dar es Salaam Metropolitan Development Project - Phase 2 (DMDP 2) that appeared in the United Nations Development Business (UNDB) online Notice No. OP00277705 of March 6, 2024. 2. The Government of the United Republic of Tanzania has received a credit from the International Development Association (IDA) towards the cost of the Dar es Salaam Metropolitan Development Project – Phase 2 (DMDP 2), implemented by the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG) in collaboration with the Dar es Salaam Local Authorities (DLAs). Part of the proceeds of this financing will be applied to eligible payments under the contract for the Provision of Consultancy Services for Preparation of Environmental and Social Impact Assessments and Resettlement Action Plans for Area-Based Investments in Dar es Salaam City, Kinondoni, Ubungo, Temeke and Kigamboni Municipalities, and Priority Drainage Interventions in Dar es Salaam under DMDP 2. 3. The overall objective of the assignment is to support PMO-RALG and the Dar es Salaam Local Authorities to prepare comprehensive Environmental and Social Impact Assessments, Environmental and Social Management Plans, and Resettlement Action Plans for all three (3) Sub-Assignments concurrently, ensuring that environmental, social, land acquisition, livelihood, and resettlement issues are identified, assessed, and managed in full compliance with Tanzanian requirements and the World Bank Environmental and Social Framework, with findings delivered in time to inform the respective parallel design processes. Sub-Assignment A covers the Preparation of Environmental and Social Impact Assessments, Environmental and Social Management Plans, and Resettlement Action Plans for selected area-based investments in Kinondoni Municipality and Ubungo Municipality under DMDP 2. Sub-Assignment B covers the Preparation of Environmental and Social Impact Assessments, Environmental and Social Management Plans, and Resettlement Action Plans for selected area-based investments in Dar es Salaam City, Temeke Municipality, and Kigamboni Municipality under DMDP 2. Sub-Assignment C covers the Preparation of an Environmental and Social Impact Assessment, Environmental and Social Management Plan, and Resettlement Action Plan for priority drainage interventions under of DMDP 2 across all five Dar es Salaam Local Authorities. 4. The specific objectives of this assignment are to: (i) Establish environmental and social baseline conditions for each selected subproject site or drainage corridor and its wider area of influence; (ii) Assess direct, indirect, induced, cumulative, and residual environmental and social risks and impacts throughout the full project cycle; (iii) Undertake land acquisition and resettlement screening and prepare site-specific RAPs, abbreviated RAPs, or due diligence notes as required; (iv) Conduct census, socio-economic survey, asset inventory, affected-person verification, and valuation support; (v) Prepare practical, costed, and implementable ESMPs and RAPs integrating findings into design, procurement, and supervision arrangements; and (vi) Ensure compliance with applicable Tanzanian requirements and the World Bank Environmental and Social Framework (ESF). 5. The scope of services for each of the sub-assignment will include, but not be limited to undertaking: Inception Activities, Document Review, and Work Planning; Policy, Legal, Regulatory, and Institutional Review; Site Screening and Scoping; Environmental and Social Baseline Studies; Resettlement Screening, Census, Socio-Economic Survey, and Asset Inventory; Stakeholder Engagement and Disclosure; Analysis of Alternatives; Environmental and Social Impact Assessment; Preparation of the Environmental and Social Management Plan; Preparation of Resettlement Action Plans; Coordination with the Design Consultant; and Preparation of Final Reports and Regulatory Submission Packages. The consultant shall ensure that all deliverables/outputs are technically sound, internally consistent, and suitable for decision-making, public disclosure, and subsequent implementation. 6. The Permanent Secretary, PMO-RALG, now invites eligible consulting firms to indicate their interest in providing the above services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are: (a) Type of core business and at least 10 years in relevant business; (b) Relevant similar experience, which should specifically include the following: (i) Experience in similar assignments - information to be provided should include the name of the assignments, the names and full contact addresses of the clients, the contract value (in equivalent US dollars), the period (month/year) of execution of the assignments, and the role played in the assignments (Lead or JV Partner); (ii) Demonstration of experience working in similar conditions; and (c) The firm's technical and managerial capability (provide only the organizational structure, and the general qualifications, field of expertise and number of key personnel). Do not provide the CVs of the staff. Experts will not be evaluated at the shortlisting stage. Consultants may associate with other firms to enhance their qualifications, but they should indicate clearly whether the association is in the form of a Joint Venture (JV) and/or a Sub-Consultant. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of the JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the sub-consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV. Consultants shall not use the Affiliate Member's Managerial, Technical or Experience Capabilities to enhance their qualifications. Note that : The Request for Expression of Interest (REOI) for this Consultancy Services for Preparation of a Combined Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) for Area Based Investments in DLAs and Priority Drainage Interventions in Dar es Salaam under DMDP 2 is being advertised at the same time together with another similar Tender for Consultancy Services to Undertake an Environmental and Social Impact Assessment, and Resettlement Action Plan for Flood and Erosion Control Interventions in the Middle and Upper Basin of the Msimbazi River in Dar es Salaam ; and the assignments in these two Tenders will be executed simultaneously. Hence, in order for a firm shortlisted in the two tenders to be contracted for Consultancy Services in two tenders; it must propose separate Key Experts for each Tender in both Technical and Financial Proposals. 8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 9. A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. 10. Expression of Interest marked: “EXPRESSION OF INTEREST FOR THE PROVISION OF CONSULTANCY SERVICES FOR PREPARATION OF ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENTS AND RESETTLEMENT ACTION PLANS FOR AREA-BASED INVESTMENTS IN DAR ES SALAAM CITY, KINONDONI, UBUNGO, TEMEKE AND KIGAMBONI MUNICIPALITIES, AND PRIORITY DRAINAGE INTERVENTIONS IN DAR ES SALAAM UNDER DMDP 2”; should be delivered in a written form to the Secretary, Ministerial Tender Board, Prime Minister’s Office, Regional Administration and Local Government (PMO-RALG), CDA Road, Sokoine House, Wing A, Second Floor, Office of the Procurement Management Unit (PMU), Room No. 133, P.O.
