(1) Vendor needs to provide parking facilities management services including expert oversight, staffing, administration, and on–site operations to the government authority located in Columbus, OH.• Day–to–day operational oversight of all garages and lots• Hiring, training, supervising, and scheduling all on–site and Command Center personnel• Revenue collection, reconciliation, and remittance in accordance with City fiscal policies• Monthly and annual budgeting, expenditure reporting, and financial reconciliation• Preventive and routine maintenance of all parking systems and equipment• Customer service delivery in alignment with the guest experience standards• Coordination with City departments, elected officials, and stakeholders• Special event operations planning and execution• Enforcement of parking regulations and monthly permit management• Market rate surveys and rate recommendation– Portfolio–Wide Operations PlanA master plan covering the entire parking portfolio, including:• Organizational structure, roles, and lines of authority• Command Center operations and protocols• Revenue collection, reconciliation, and deposit procedures• Customer service standards and escalation procedures• Reporting calendar and deliverable schedule• Vendor and subcontractor management procedures– Individual Facility Operating Plans• Facility layout, lane configuration, and access point descriptions• Hours of operation and staffing schedule• Rate structures and validation/discount programs• Pay station and equipment operation and daily maintenance procedures– Payment OptionsThe Contractor shall support a broad range of payment options to maximize accessibility and customer convenience:• Credit and debit cards (contactless/chip/swipe) at pay stations and exit lanes• Mobile payment applications approved by the City; as previously indicated, it is a primary initiative to provide customers with the ability to use the same mobile payment method for both on–street and off–street parking; current on–street mobile pay solutions available through Park Mobile• LPR–based account billing for pre–enrolled customers (2) All question must be submitted no later than October 9, 2026.
