(1) Vendor needs to provide pension trust administration and investment management services to the government authority located in Oroville, CA.• Retirement benefits under these plans are funded through a combination of employer contributions, employee contributions, and investment earnings.• The Agency currently accumulates funds for the pension strategy through additional payroll–based collections from departmental budgets and other available funding sources, which may include savings from prepayment of unfunded actuarial liability (UAL) payments and other dedicated funds• Investment Management ServicesProvide professional investment management services for assets held within the trust, including:• Portfolio construction and implementation of approved asset allocation strategies with County staff, existing providers (if applicable), and other relevant parties during implementation• Ongoing monitoring and management of investments• Rebalancing of portfolios as needed• Risk management and compliance with applicable policies and investment guidelines• Advisory, Education, and Support Services– Provide advisory support and educational services related to the pension trust program, including:• Educational presentations and updates for agency staff, advisory bodies, and the agency of Supervisors, as requested• Assistance in understanding trust investment strategies, performance results, and long–term pension funding considerations(2) The contract period will be for one year.(3) All the questions must be submitted no later than June 23, 2026
