(1) Vendor needs to provide downtown development authority attorney services to support the revitalization, redevelopment, and continued economic growth of Downtown to the government authority located in Johnstown, CO.– General Counsel and Governance: Advise the Board and staff regarding the Authority’s powers, duties, responsibilities, and limitations; governance, ethics, conflicts of interest, fiduciary responsibilities, and other legal obligations; and review or draft bylaws, policies, resolutions, agreements, notices, and other legal documents– Tax Increment Financing and Public Finance: Provide legal advice regarding Tax Increment Financing (TIF), the use of tax increment revenues, financing agreements, and other public finance tools available– Real Estate and Development: Provide legal counsel regarding the acquisition, disposition, lease, use, and development of property, including due diligence, title and easement matters, purchase and sale agreements, leases, development agreements, licenses, and public–private partnerships.– Claims and Litigation: Advise regarding threatened or pending claims, disputes, and litigation involving the and, when appropriate, represent the or coordinate with specialized outside counsel.(2) All question must be submitted no later than August 31, 2026.
