(1) Vendor needs to provide finance data collection and enable data union aligned analytics solution.• The implementation of an Ed–Fi Finance Data Collection and EDU–aligned analytics solution• The resulting solution must:• Utilize agency current Integrated Data Collection System as the sole authoritative intake, validation, certification, and reporting–window mechanism for agency finance submissions.• Publish finance data to state–level and district–level Ed–Fi ODS/API instances through the Ed–Fi API.• Generate all financial reports, dashboards, extracts, and analytics exclusively from EDU–aligned (Enable Data Union) analytics structures.• Preserve agency governance, interoperability, auditability, and agency autonomy.• Replacing email–based intake with centralized agency submission and certification workflows.• Automating validation against a state–managed Chart of Accounts (CoA) and configurable rules.• Publishing certified finance data to Ed–Fi ODS/API instances for interoperability with other education data domains.• At least two (2) successful debt–based analytics implementations built on Ed–Fi–shaped data and consistent with EDU/ed who–style dimensional modelling.• Demonstrated ability to comply with the Polyform Non–Commercial license terms applicable to EDU–aligned code used or extended in the project.• Demonstrated experience integrating with state–wide data collection platforms without introducing parallel submission pipelines.• Demonstrated experience supporting role–based digital certification workflows in a government fiscal–reporting context.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 2, 2026.
