(1) Vendor needs to provide zoning, development, and related regulatory code modernization services to the government authority located in Ottawa, OH. – Provide planning, zoning, municipal law, and consulting firms to comprehensively review, modernize, and update the village’s current zoning and related development regulations.– Develop user–friendly application and review procedures.– Incorporate modern formatting, graphics, and administrative tools where appropriate.– Consultant will work collaboratively with village staff, elected officials, legal counsel, planning commission, and the public to produce updated, user–friendly regulations that are legally defensible, clearly organized, and reflective of the village’s vision for future growth and development.– Perform code audit to determine if a partial or full rewrite of ordinances is necessary.– Modernize outdated zoning and development regulations.– Improve organization, readability, and ease of administration.– Eliminate inconsistencies, ambiguities, and obsolete provisions.– Ensure compliance with current law and relevant regulations.– Update definitions, procedures, and development standards.– Encourage appropriate economic development and redevelopment.– Incorporate best practices in zoning administration and land use planning.(2) All the questions must be submitted no later than July 14, 2026.
