(1) Vendor needs to provide homeless outreach services to the government authority located in Tacoma, WA.• Provide outreach services to homeless households throughout County.• Outreach services are intended to engage homeless households, particularly those who are unsheltered, disconnected from services, and who may not actively seek assistance despite having significant needs.• Outreach providers will be required to enter data into the Homeless Management Information System (HMIS) for data collection, outcome assessment, documentation, and system coordination.• Outreach teams must also use the GIS mapping tool within HMIS to document all outreach interactions within their designated region.• GIS mapping provides a real–time framework for capturing, managing, analyzing, and visualizing outreach activity and location–based data related to unsheltered homelessness throughout County, including individuals staying in encampments, vehicles, public spaces, abandoned buildings, and other places not meant for human habitation.• GIS data will also be used to ensure outreach services are distributed comprehensively across the entirety of each designated region, including unincorporated areas, and to reduce duplication of services among providers.• While outreach may include assessing service needs, including behavioral health and other supportive service needs, the primary focus of engagement must remain housing–focused problem solving using a Housing First approach(2) All questions must be submitted no later than July 22, 2026.
