(1) Vendor needs to provide on–call civil, acoustic and consulting engineering services to the government authority located in Portland, OR. • Program development: Develop design options and concept plans based on stakeholder input throughout all stages of programming and design.• Schematic design.• Develop schematic design documents and computer–generated renderings of the selected concept plans based off the approved programming plan.• Design development:– Provide design development drawings, design narratives, and specifications.– Provide fundamental commissioning as required by agency.• Construction document phase and bidding:– Record drawing and project manual, including technical specifications.– Update cost estimating• Construction administration:– Construction administration, including responding to RFIs, reviewing submittals, shop drawings.– Conduct regular on–site observation and provide written reports documenting progress, conformance, and deficiencies.– Review change order requests and provide cost analysis with recommendations to the owner.– Review contractor pay applications and provide recommendations to the owner.– Develop a punch list with owner input and conduct final observation to verify completion.– Provide construction observation and administration during construction.– Provide cost analysis of change orders.• Post–construction services:– Provide construction administration through project closing.– Review as–builts and update drawings.(2) All the questions must be submitted no later than September 3, 2026.
