(1) Vendor needs to provide fund program management service to the government authority located in Dover, DE.• This program is meant to support companies in seed and early stages of investments in rounds ranging from $500,000 to $5 million and typically syndicated with other investors.• The fund is also expected support portfolio companies with advisory services, and connections to professional expertise and other resources relevant to their stage of business growth.• Investment Targets: The targeted investments for this program are Delaware–based companies in seed and early stages of investments and which are actively developing or launching a new product or service in a large addressable market that aligns with one or more of the state’s key industry sectors including FinTech, Agriculture, Recreation, Blue Tech, and Biopharmaceutical Manufacturing.• Fund Manager Responsibilities– Selected fund managers will be expected to assume the following responsibilities in accordance with the agency requirements and enabling legislation.• Fund Formation: Establish the legal and organizational structure of the Fund, including formation of the investment committee, establishment of the legal structure, institution of accounting processes, and reporting processes which satisfy the U.S. Treasury guidelines of the agency program.• Strategic Operating Plan: Develop the Fund’s strategic operating plan, including guidelines for investment selection, structure, and supervision.• Outreach: Establish relationships with a wide range of educational, research, economic development, venture development, and investment organizations, to ensure that investment candidates are aware of the Fund and that it can attract a wide range of co–investors. This includes outreach to SEDI and Very Small Businesses as defined by U.S. Treasury agency guidelines.• Investment Evaluation and Selection: Establish and manage the evaluation and selection process for investment candidates.(2) The contract period will be for one year.(3) All the questions must be submitted no later than November 6, 2026.
