(1) Vendor needs to provide emergency alert notification system and crash phone system replacement services.– System shall support immediate and reliable initiation of emergency alerts, such as alert events, through crash phone activation, including off–hook detection, user–initiated alerts via authorized interfaces and configurable alert initiation mechanisms.– System shall provide integrated, real–time communication across telephony systems, radio systems, dispatch or CAD systems, and configured endpoint devices.– System shall operate continuously on a 24/7/365 basis, support high availability through redundant system architecture, and maintain reliable performance during emergency conditions.– System shall provide tamper–evident, watermarked log files, and run on an industry–standard operating system platform.– System shall support operational emergency communications workflows beyond traditional Alert 3 crash–phone activations.– Solution supports communications originating from dispatch centers, public safety operations, telecommunications routing centers, and other authorized emergency communication sources.– Solution shall support distribution and rebroadcast of authorized emergency communications to configured endpoint groups, speakers, telephony devices, and radio systems.– Broadcasting alert tones or prerecorded messages.– Broadcasting live communications through configured speakers or other audio endpoints.– Phones and other telephony endpoints.– System shall capture, for each off–hook event, a watermarked log of the start and end of the call, time–stamped to the second, and convey all calls and any transmission errors in non–technical English so that activity can be followed by non–technical personnel.– System shall convert the tower and dispatch spoken alert into text, extract pertinent information from that text with error–reducing logic to minimize transcription errors, and push the resulting data to endpoints in an easy–to–read form.– Solution for enabling reporting against historical data and current Oracle dataset.– Solution shall support operational flexibility to accommodate current and future emergency communication workflows.(2) All questions must be submitted no later than September 24, 2026.(3) The contract period will be for three years.
