(1) Vendor needs to provide project management services for acquisition of municipal financial management software.– Business process review and needs assessment:– Interview all departments using the financial system. including the school department.– Produce a current state assessment documenting existing workflows, systems, interfaces, reports, manual workarounds, data sources, plain points, controls, risks and reporting requirements.– Assess current and proposed internal controls related to purchasing/procurement, accounts payable, general ledger, budgeting, revenue posting, cash management, user access, approval workflows, audit trails and segregation of duties to identify existing potential deficiencies– Chart of accounts redesign:– Develop a modernized chart of accounts and financial coding structure that supports governmental accounting, agency municipal reporting, budgetary controls, grants, capital projects, enterprise funds, departmental management, audit needs, school department end of year report, and future ERP reporting.– Develop a cross walk between existing chart of accounts and proposed to facilitate prior year integration during implementation.– ERP system selection support:– Translate requirements into functional and technical specifications.– Implementation project management:– Develop and maintain the project plan together with the selected vendor.– Data conversion and testing:– Develop a data inventory and conversion plan identifying data, sources, data owners, data–quality issues, cleansing requirements, validation steps, reconciliation procedures, and legacy data retention requirements.– Soft right disposition:– consultant shall assist the city in developing a soft right legacy system disposition plan, including historical data access, data retention, audit support, read–only access needs, decommissioning steps, and timing for retirement of the legacy system.(2) All the questions must be submitted no later than July 29, 2026.(3) The contract period will be for two years.
