DRA-11383 - USA (Fresno, California) - Transit Passenger Satisfaction Survey Service - Deadline September 25,2026

(1) Vendor needs to provide transit passenger satisfaction survey service to the government authority located in Fresno, CA.• Agency is seeking a qualified consultant with substantial experience in designing and conducting transit–related surveys, to conduct a survey that assesses passenger satisfaction in all facets of agency service.• The survey will collect demographic information and will assess passenger comfort, convenience of service, frequency of service, value of service, concerns with safety on and off the bus, passenger experience with harassment, as well as other relevant topics.• The key goals of the survey are to find cost–effective ways to enhance passenger satisfaction and safety and to increase ridership.• Develop Survey Methodology: The consultant will develop a survey methodology and sample size to accurately reflect passenger opinions and demographic composition.• The selected methodology should include samples from peak and off–peak periods as well as samples from multiple days including evenings and weekends.• Develop Survey Tools: The consultant will develop the proposed survey questions and survey tools necessary to carry out the approved survey methodology.• The tools may include direct on–board interviews, questionnaires, focus groups, telephone (landline, and cell) surveys, and other tools deemed necessary by the consultant to reach current passengers.• Analyze Data and Develop Findings– The consultant shall conduct a thorough analysis of all collected survey data for both fixed–route and Handy Ride surveys. At minimum, the analysis shall include:• Frequency distributions and cross–tabulations of key variables, including satisfaction ratings by route, trip purpose, demographics, language, and rider frequency.• Trend comparisons against results from the 2009, 2011, 2014, 2018, and 2022 surveys to identify meaningful changes in passenger satisfaction over time.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 11, 2026.(4) Pre–bid meeting will be held on September 3, 2026.
