ACCT-27137 - USA (Juliet, Tennessee) - Impact Fee Study and Update Service - Deadline December 4,2026

(1) Vendor needs to provide impact fee study and update service to the government authority located in Juliet, TN. – Assist agency in the update of agency code of ordinances regarding impact fees. – Work includes an analysis of the current fees, a review of the current land use categories, applicability of fees to land uses beyond residential, and fee calculation analysis.• Study management: The consultant shall work with various agency departments as needed to manage all aspects of the study development to fully support a comprehensive study and subsequent updates to the Impact Fee ordinance.• Land use review and application: The consultant shall review the applicability of impact fees beyond the current residential–only model.• Fee calculation and analysis: The consultant shall propose a new impact fee schedule utilizing collected data, best practices, legal precedents and experience analyzing the trip generation rates as published in the latest edition of the Institute of Traffic Engineers (ITE) trip generation manual.• Draft improvement fee study: Provide a report that documents fee study results, including a description of the overall methodology, findings, supporting justification, recommended fees and the calculations that provide the relationship between fee recommendations and new development.• Presentation of materials: The consultant shall present information at briefing meetings with agency staff at critical points in the preparation process.(2) All the questions must be submitted no later than November 20, 2026.
