Description
Washington County Behavioral Health is requesting Letters of Intent (LOIs) from qualified organizations to provide fidelity Assertive Community Treatment (ACT) for Washington County funded through General Funds for residents who are uninsured or underinsured. Funding through this LOI will not be adequate to support a standalone program but will supplement a provider of ACT services in Washington County who is currently contracted to provide ACT services by a CCO assigned to Washington County by OHA. One provider contract will be awarded through this process. Assertive Community Treatment (ACT) is a fidelity-based model that offers a comprehensive service array to individuals whose treatment needs have not been met by traditional service delivery strategies. ACT is composed of a multidisciplinary team that delivers services directly to the individual, rather than brokering with other providers. CREDENTIALS / QUALIFICATIONS • Provider will maintain a Certificate of Approval issued by Oregon Health Authority, Health Systems Division. • Provider must retain the capacity to serve at least 15 General Fund clients per 50 ACT slots. • Provider will submit encounters at a minimum fee-for-service equivalent value of 75% of the program expenses paid. • Provider will submit authorization for ACT for Washington County General Fund. • Services coordination/case management will be provided to all consumers served. • Provider will encounter under the ACT authorization for any covered mental health service. • Provider will maintain fidelity in the “fair implementation range” and continually strive toward high fidelity. • Provider will submit fidelity review results to the County once during the contract period. • Provider will develop and maintain policies and procedures specific to the ACT team. • Provider shall ensure that every client enrolled in ACT services has a current Crisis Alert on file with the Washington County Crisis Teams and Crisis Line. The applicant must meet the criteria for ACT fidelity at the time of contract execution. ACT fidelity is determined by Oregon Center for Excellence for Assertive Community Treatment (OCEACT). The County intends to contract with one organization; if multiple letters of interest are received the County will enter into a request for proposals process.
