Request for Qualifications Independent Inspector General

On December 12, 2023, the San Mateo County Board of Supervisors authorized formation of an Independent Civilian Advisory Commission on the Sheriff’s Office. (See attachment A, Resolution 080067.) In addition, it directed the County Executive to develop a roster of individuals or firms who may serve as an independent inspector general (IIG) of the Sheriff’s Office, with a variety of expertise to be available for appointment on an as needed basis at the discretion of the Board of Supervisors or the County Executive. As outlined in the Scope of Work (attachment B), this RFQ seeks highly qualified contractors to provide on-call inspector general services to the County. The selected contractor(s) will provide services related to the Sheriff’s Office, including but not limited to conducting investigations and providing evaluations, analysis and reports. Work will be assigned at the discretion of the County. The County Executive’s Office will manage any agreement for on-call services, based on the best match of qualifications and expertise to the task and the firm’s performance on the on-call contract.
