Vendor needs to provide revaluation firm services to conduct a complete revaluation of all taxable and tax– exempt real property and personal property within the town to the government authority located in Howland, ME.• Real property valuation: All land, buildings, and improvements, including wells and septic systems.• Personal property valuation: Tangible taxable and exempt accounts, including furniture, fixtures, machinery, and equipment.• Land and market study: Development of land pricing schedules, cost manuals, and analysis of sales, rents, expenses, and capitalization factors.• Assessment notices: Mailing of preliminary and final valuation notices to taxpayers, including updated property record cards.• Informal Hearings: Conducting taxpayer review meetings (in person, by phone, or virtual).• Appeals and defense of values: Support to the town for abatements, board of assessment review hearings, state board of property tax review, and courts (as needed within one year of project completion).
